DAMAN Signs New Loan Guarantee Agreement with Luxembourg’s Ministry of Foreign Affairs and CPJPO for 2026–2028

DAMAN has signed a new agreement with the Ministry of Foreign Affairs of Luxembourg and CPJPO , for the implementation of the Loan Guarantee Program for the period 2026–2028, as an extension of the first and second phases of the program implemented during 2020–2025.

The new program aims to continue supporting access to finance for small and medium-sized enterprises (SMEs) by strengthening DAMAN’s loan guarantee scheme and expanding its support to partner lending institutions. Under this agreement, DAMAN will provide guarantee ceilings to partner lending companies to enable them to issue additional loans to SMEs and mitigate lending risks.

In addition to the loan guarantee component, the project includes a technical assistance component dedicated to supporting partner lending institutions in enhancing their operational capacities, improving their systems, and strengthening their ability to deliver sustainable financial services to SMEs. The remaining project funding will contribute to covering DAMAN’s administrative costs related to the management and implementation of the guarantee program.

As part of the project implementation, DAMAN has signed new guarantee agreements with its partner lending institutions, providing a guarantee ceiling of to cover defaulted loans disbursed during 2026.

Through this partnership, DAMAN  for SMEs , CPJPO and the Ministry of Foreign Affairs of Luxembourg reaffirm their commitment to supporting the resilience and growth of SMEs and promoting sustainable economic development through enhanced access to finance.
